The New Mexico Environment Department is the lead air quality regulator in the State of New Mexico. Its mission is to protect and restore the environment and to foster a healthy and prosperous New Mexico for present and future generations. NMED achieve this mission using science, innovation, collaboration, and compliance. The number of permitted oil and gas industry facilities that NMED’s Air Quality Bureau receives each year has grown by over 2,235% from 34 permits in 2012 to 794 permits in 2023. On average, New Mexico receives 84 new oil and gas construction permit applications annually.

In this episode of Methane Talks, we are joined by Michelle Miano, Environmental Protection Division Director at the New Mexico Environment Department. Since joining NMED in January of 2023, Michelle has ushered through key policy initiatives, including:

  • The passage of the Clean Transportation Fuel Standard
  • Adoption of Advanced Clean Cars and Advanced Clean Trucks rules
  • Implementation of NMED’s Ozone Precursor rules

Prior to joining NMED, Michelle practiced law with a focus on representation of Tribal Nations and Tribal interests on land and resources issues. Michelle also spent time working for the New Mexico State Land Office dealing with oil and gas issues, state water issues, and state/tribal land exchanges.
