With the first key deadline set for May 2025, there has never been a more critical time to navigate these challenges with industry peers.
In February 2025, we held the first European multi-stakeholder gathering after the regulatory announcement. This presented a unique opportunity for members of Europe's oil and gas industry to come face-to-face with their peers and openly discuss challenges and successes, leaving attendees feeling re-energised and ready to tackle the approaching deadlines head on.
Collaboration and innovation sat at the heart of our event. With key compliance deadlines looming, the absence of confirmed Competent Authorities in many states poses a significant challenge for operators still lacking clear guidance. Importers also face major unknowns, and the outcome of EU-US MRV equivalency discussions will be crucial in determining future compliance frameworks.
A standardized framework will create a common lexicon and establish clear performance requirements for both technologies and methodologies. Organizations such as CEN and ISO will have an integral role in shaping these efforts over the coming months to underpin regulatory requirements.
Data Quality & Granularity Will Guide Targeted and Meaningful Reduction
Europe is moving away from reliance on Emission Factors and toward continuous measurement and reconciliation-based approaches. While reconciliation remains a time-intensive process, it provides a valuable opportunity to identify unexpected emission sources, address measurement discrepancies, and build confidence in emissions inventories and the effectiveness of associated reduction strategies.
A low-emission asset is a better-performing asset. As operators begin to refine their use of best-practice measurement techniques, the focus is shifting further toward the development of high-impact and cost-effective abatement strategies, ensuring both compliance and improved asset performance.
With so many important projects underway, knowledge exchange and capacity-building remain crucial. Initiatives and frameworks from the likes of UNEP, OGDC, MGP, and IOGP provide valuable structures for industry-wide collaboration. There is no single "silver bullet" approach, but it is clear that the more we combine learnings, the greater the impact we can achieve.
