Rachel Fox is the Director of Policy & Strategy at the American Petroleum Institute (API), where she leads policy and strategy development across all segments of the U.S. oil and gas value chain. She specializes in decarbonization policy and technology, with a particular focus on hydrogen and product lifecycle emissions reductions. Her work includes domestic and global natural gas markets, as well as natural gas technology and innovation, covering renewable natural gas, differentiated/responsibly sourced natural gas, hydrogen, and carbon capture, utilization, and storage (CCUS). Before joining API, Rachel was an Energy Sector Specialist at the World Bank Group (WBG), where she advanced clean energy market development in offshore wind, solar, and hydrogen. She began her career at the U.S. National Oceanic and Atmospheric Administration (NOAA), contributing to the Natural Resource Damage Assessment (NRDA) for the Deepwater Horizon oil spill and later served as a first responder for Hurricanes Maria and Irma in 2017. Rachel holds a master’s degree in Sustainable Resource Economics from University College London (UCL) (2019).
